The shortlist above is not exhaustive. Here's what we deliberately left off for Germany:
The German online-betting market has run under a single federal framework since the 2021 Interstate Treaty on Gambling (Glücksspielstaatsvertrag / GlüStV 2021), with licensing and enforcement now centralised at the Gemeinsame Glücksspielbehörde der Länder (GGL) in Halle. What that means for you as a bettor is concrete: only GGL-licensed operators can legally advertise or accept deposits from a German address, a network-wide €1,000 monthly deposit cap applies across every licensed site you use combined, every settled stake carries a 5.3% Sportwetten-Steuer, and any operator you sign up with is required to check your ID against the central self-exclusion file (OASIS) before you can place a bet. Our shortlist reflects that reality — every operator you see below holds a current GGL sportsbook or casino licence.
Legitimate GGL-licensed sites always display a whitelist entry ID in the site footer, plus a link to the central operator database at gluecksspiel-behoerde.de. If either is missing, or the licence is Curaçao, Malta or Kahnawake only, that operator is not authorised to serve German players. The GGL published the current whitelist publicly, and you can verify any brand against it in under a minute.
The 2021 treaty introduced two central systems that quietly shape the German experience across every operator you use:
Since October 2020 every sports wager placed in Germany is subject to a 5.3% Sportwetten-Steuer paid to the Bundeszentralamt für Steuern. Operators can handle this three ways, and it makes a real difference to the value you get:
When comparing German bookmakers, always check the fine print on where the Steuer sits. A "10% better" welcome bonus at a site that deducts from winnings can be worth less than a smaller bonus at a site that absorbs the tax.
Under the 2021 treaty, some payment methods that were common before 2020 are now rare or gone at licensed operators. What genuinely works today:
Skrill and Neteller are legal but less common at GGL-licensed operators than they were in the pre-2021 era. Crypto is not a legal payment method at any German-licensed sportsbook.
The 2025–26 season through summer 2026 is unusually heavy on marquee events, and the sportsbooks on this list are graded partly on how deep their coverage of these markets goes:
Under the 2021 treaty, in-play markets on football are restricted to final result and next goal only. Correct-score, next-corner and next-card live markets are not permitted at licensed operators — a real narrowing versus the pre-2021 grey market. If you see a "licensed" site offering wider live markets, it is not actually GGL-licensed.
Every licensed operator on this page implements the German player-protection stack: deposit limits (default €1,000, adjustable down at any time, up only after income verification), session limits, a panic-button session lockout, and the option to self-exclude via OASIS — either at a single operator or across every licensed sportsbook and casino in Germany at once. If gambling is starting to feel less fun than it should, Check dein Spiel (checkdeinspiel.de) is the official Sucht & Drogenhotline resource funded by the Bundesministerium für Gesundheit and their advice line is free and confidential.
Each operator is scored across four weighted criteria — payments and cash-out speed (30%), licensing and consumer protection (25%), bonus value net of terms (25%), and support and product quality (20%). The scoring is refreshed monthly against a real deposit-and-withdraw cycle from a German-verified account. We don't include operators that hold only offshore licences, and we mark every affiliate link clearly. The full methodology is at the top of the page.
